We will not discuss all of them in this chapter, but instead highlight some of the more interesting. Article One relates to the librarian’s relationship with society. It calls on the librarian to recognize and respect the supreme authority of the State as expressed through its laws and implemented by its agencies. It also calls for librarians to always observe that the well-being of the public and interest of the State are above the well-being and interest of any individual. Interestingly, and similar to the Indonesian code, we see an emphasis on the duty to the state.

While the cultural issues related to both it and the Indonesian codes sees an emphasis on the state, and in the case of Indonesia also religion, both documents offer a broad set of ethical values that mirror many of the western codes. In the preamble of the Filipino code it states: Librarians are imbued with lofty ideals of service to people through books and other records of knowledge, a service they believe is their best way to serve humanity, enrich people’s lives and attain self actualization.

If it is not clear what you stand for, it is a case of guesswork for people outside of the profession to know exactly what it is you do. It is incredible that it took so long for many library associations to develop ethical codes. As mentioned in the previous chapter, the ALA was the first to develop a code in 1938, with European associations catching up much later. The next section of the chapter will discuss the nature of some of the ethical codes and highlight some of the differences that can be seen in emphasis depending on the region.
